French Obligatory Envelope System (ELO)
Last week, CLECAT participated in an online webinar organised by the French Customs Authorities, explaining the new French Obligatory Envelope System (ELO) and have shared some learning resources with IIFA. Please find below the key take aways from the webinar:
The system will launch on 1 April as an update to the SI Brexit Envelope. Any new filings must go through ELO from this date.
There is a six-month transitional period aligning with the rollout of ICS2 Release 3 Road Deployment dates. From 1 September, ELO becomes compulsory. No RO-RO crossing will be possible in France without ELO from September.
Those wishing to use ELO before 1 September should note that it must contain the Entry Summary Declaration (ENS) filed into ICS2 System. To close the ELO, a valid ENS is required. In other words, using ELO also requires full ICS2 compliance.
To file an ELO, you need to register with French Customs. A simplified registration with a name and email address is sufficient. Those who already have a French Customs account do not need to re-register.
Empty trucks also require an ELO.
ELO is not connected to the UK’s GVMS or GB S&S systems. Carriers need to lodge into GVMS and file a UK ENS separately.
Transits also require an ENS filing in ICS2.
Multiple ENS filings can be included in a single ELO.
