Introduction of Safety and Security declarations by HMRC -  31‌‌‌ ‌‌January 2025

As we enter the new year, we would like to take this opportunity to remind our customers of the introduction of Safety and Security declarations by HMRC on the 31‌‌‌ ‌‌January 2025.

The key elements are:

·      From 31‌‌‌ ‌‌January 2025, all EU imports into GB will require safety and security declarations.

·      Hauliers or carriers are legally responsible for submitting safety and security declarations.

·      Please speak to your supply chains to check who is responsible and agree how this will be managed.

·      The Manifests Group are already submitting S&S declarations with HMRC to enable a smooth transition and we are ready to support our customers or carriers where they require S&S declarations.

Safety and security declarations

 Safety and security declarations are being put in place to stop illicit goods such as drugs and weapons entering the UK.

 From 31‌‌‌ ‌‌January 2025, all EU imports into GB will require safety and security declarations.

(You can find a full list of countries this will apply to on GOV.‌‌‌‌‌UK.) 

 HMRC are supporting businesses to get ready, and have published detailed information on GOV.‌‌‌‌‌UK

Hauliers or carriers are legally responsible for submitting safety and security declarations. Further information on where liability sits for different transport modes can be found on GOV.‌‌‌‌‌UK.

If you are submitting safety and security declarations for the first time, you will also need to register and enrol to use the S&S GB service.

Safety and security declarations are a critical part of Border Force’s work to identify high harm goods such as firearms and drugs. Declarations must be submitted accurately and on time.

Border Force have developed tools to monitor compliance and will make you aware of your obligations as the carrier if you are not compliant. If you fail to act to address non-compliance there are consequences, such as a warning letter and civil penalty.
